Expanding beyond China? Benchmark your team's global DOOH readiness with this 5-point checklist covering strategy, audience targeting, and reporting.

Expanding beyond China? Your OOH strategy needs to go beyond simply finding media space. Use this checklist to see where your team actually stands before you commit a budget to a new market.
If you work with Chinese advertisers, domestic DOOH probably isn't the hard part of your job. The media owners are known, the inventory is familiar, and the buying process doesn't need explaining.
Overseas is a different job entirely.
More Chinese brands are pushing into Southeast Asia, the Middle East, Africa, and Latin America, and it's easy to assume the playbook that worked in Shanghai will just carry over. It usually doesn't. Media owners are different, formats are different, even the way a campaign gets reported back to a client can vary from one market to the next.
So the real question isn't "where can we find media overseas." It's "are we actually set up to run a campaign there." That's what this checklist is for.

In our experience, it's rarely the media that's the problem. It's the planning underneath it. A few patterns show up again and again:
Treating every market like China. OOH audiences, formats, and buying norms shift significantly by country. Plans built on China-market instincts miss local regulations or format preferences that would've been obvious to a local team.
Planning around inventory instead of the audience. It's tempting to book what's available rather than figure out where your audience actually spends time — airports, malls, transit, roadsides. The two aren't always the same thing, and the gap shows up in results.
No single view of the market. Different owners, different formats, different processes — often with nobody on the team who can see the whole picture. That usually means negotiating from scratch, market by market.
Copy-pasting the strategy. A campaign built for one market rarely transfers cleanly to the next. Audience, objectives, even KPIs often need to shift.
Reporting that doesn't line up. Every market measures things a bit differently, which makes it hard to compare performance or prove ROI once a campaign is running in more than one country.
Rate each area from 0 to 2:
1. Market understanding — Do you actually know how this market's OOH landscape differs from China's, or are you assuming?
2. Audience intelligence — Are you planning around where your audience moves, or where inventory happens to be available?
3. Media visibility — Can you see the full market, or are you working with a handful of vendors you already know?
4. Market-specific strategy — Is the plan built for this market, or adapted from the last one?
5. Consistent reporting — Can you report the same way across every market you're running in?
| Score | Stage | What it looks like |
|---|---|---|
| 0–3 | Early | Overseas OOH still happens opportunistically. There's real groundwork to do before scaling. |
| 4–6 | Developing | Some markets are handled well; others still need structure. |
| 7–8 | Coordinated | Execution is mostly consistent, with a few gaps in strategy or measurement. |
| 9–10 | Scaled | Ready to move into new markets with confidence. |
What "Scaled" Actually Looks Like
Calvin Klein's DOOH campaign in Vietnam, run through Moving Walls, is a good example of what this looks like when it's working:
None of that happened by accident; it came down to knowing where the audience was and adjusting the campaign in real time rather than setting it and walking away.
If your score points to gaps in market visibility, audience intelligence, or reporting, that's not a reason to hold off on expansion, it's just the starting point for the conversation.
Moving Walls helps agencies and brands plan, activate, and measure DOOH campaigns across markets through one connected workflow, so teams can run overseas campaigns with the same confidence they already have at home.
