Running one digital campaign across Europe is familiar territory for digital Marketing teams. You define the audience, establish the campaign objective and adapt execution across markets.
DOOH can follow the same strategic thinking — but the execution is not always as straightforward.
A campaign spanning the UK, Germany, France and Italy may have one audience strategy, yet involve different media owners, inventory structures, buying routes, formats and reporting processes.

The starting point is important: European OOH is no longer simply moving towards digital.
According to the World Out of Home Organisation, Europe generated approximately $10.2 billion in OOH expenditure in 2025, with DOOH accounting for 41.3% of OOH revenues across the region.
The UK is even further along. IAB UK reports that DOOH attracted £964 million in 2025 and represented 67% of total UK OOH advertising spend.
For media buyers, the more interesting question is therefore becoming:
How do you use this digital infrastructure as part of a wider, multi-market media strategy?
It can be tempting to begin a DOOH campaign by looking at available screens in London, Berlin, Paris or Milan.
But the better starting point is the same one you would use for other media: who are you trying to reach?
Your target audience might remain consistent across Europe, while the physical environments where you can reach them vary.
For example, that could mean considering transport environments in one city, retail locations in another, business districts for a B2B audience or high-footfall urban locations for a broad consumer campaign.
Audience and location intelligence can help translate the same campaign strategy into the environments that make sense locally.
Programmatic DOOH is becoming a more important part of the buying landscape, but DOOH and programmatic DOOH are not the same thing.
Some inventory may be available through programmatic platforms, while other placements may still be more appropriate or accessible through direct buying.
WOO's first independently aggregated study of programmatic DOOH reported $521 million in pDOOH spend across EMEA in 2025, representing 9.4% penetration in the study's regional measurement. It also found that both OOH-specific DSPs and broader omnichannel DSPs are being used to access programmatic inventory.
So instead of beginning with “We want to buy everything programmatically,” ask:
Which buying route best fits the audience, inventory, budget and campaign objective in each market?
That creates room for a combination of direct and programmatic activation when appropriate.
A multi-market campaign does not need four completely different strategies.
The central idea, audience and campaign objective can remain consistent.
What may need to change is the execution.
Language is the obvious example, but localisation can also include location selection, creative context, time of day, format and campaign scheduling.
A financial-services campaign targeting business decision-makers, for example, could retain the same creative platform across London, Frankfurt, Paris and Milan while adjusting where and when the message appears.
The goal is consistency without forcing every market into the same media plan.
This is where digital media expectations are increasingly influencing DOOH.
Media teams want to know what was delivered, where it appeared and what signals are available to help understand campaign performance.
Depending on the campaign and market, that can include verified playout information, estimated impressions, reach and frequency data, audience movement insights or other available measurement signals.
But measurement is not yet completely standardised across the industry. IAB UK specifically identifies greater consistency in DOOH measurement and attribution as an area still requiring development.
That makes one question especially important:
What will success look like before the campaign starts?
Agreeing on objectives and reporting requirements early makes it easier to compare activity across markets later.
